Confusion persists in Buhari’s Presidency

The lack of cohesion and co-ordination in President Buhari’s government appears to have assumed a new dimension, with his National Security Adviser (NSA), Babagana Monguno accusing the President’s most important confidant and aide, Chief of Staff, Abba Kyari of undermining national security. According to a memo issued by NSA Monguno, Kyari was in the practice of issuing directives to service chiefs without the knowledge or approval of President Buhari, an act he described as undermining the government’s efforts to curb insecurity. He therefore directed service chiefs to abstain from taking orders from Kyari. Monguno also criticised Kyari’s practice of presiding over meetings with heads of security organisations, ambassadors and high commissioners to the exclusion of the NSA or supervising ministers, describing it as unconstitutional.
