Guardian Online26th June 2023Imo guber: Stakeholders urge citizens to renew confidence in election processStakeholders in Imo State have urged citizens to renew their confidence in the country’s election process to achieve collective dream of Nigerians. The Imo electorate were advised to embrace efforts that would guarantee credible and peaceful conduct of the November 11 governorship election in the state. The advice was given at a two-day consultative stakeholders meeting organised by the Kukah Centre, in partnership with Independent State-based Peace Architecture (ISPA), held in Owerri, at the weekend.

They accused personnel of the Independent National Electoral Commission (INEC), the Nigerian Police Force (NPF) and other security agencies of compromising the credibility and peaceful conduct of the exercise in the state.

While canvassing for active participation in the coming governorship election, they advised citizens to eschew sentiments, and resist attempts to jeopardise efforts to ensure continued peace and unity in the state, as well as ensure that credible leaders are elected to govern the state.

Reacting, the representative of the Police Commissioner, CSP Ngozi Kalu, said the Command had noted the ills of its officers in the past elections, and has put measures in place to not only address fallouts, but also guarantee a credible and peaceful conduct of the coming November 11 poll.

Guardian Online26th June 2023Concern on overregulation as CBN throws hat into anti-money launderingWith two different policy documents issued at the weekend, the Central Bank of Nigeria (CBN) has corssed the bar on know your customer (KYC) protocols and charged financial institutions (FIs) on implementations. The guidelines handed down to FIs, who have been regularly accused of aiding financial crimes, with titles – ‘Guidance Note on Politically Exposed Persons’ (PEPs) and ‘CBN Customer Due Diligence (CDD) Regulations 2023’ contain specifics call-to-actions banks should execute to combat financial crimes.

The regulation may have raised questions on the line between KYC and the right to privacy with the Socio-Economic Rights and Accountability Project (SERAP) already giving the acting Governor of the Central Bank of Nigeria (CBN), Mr. Folashodun Shonubi, a three-day ultimatum to “immediately delete the patentially unlawful provisions” of the customer due diligence regulation asking banks to obtain information on customers’ social media handles for identification purpose.

“The CBN Regulations and directive to banks to obtain details of customers’ social media addresses violate Nigerians’ rights to freedom of expression and privacy. It is inconsistent and incompatible with the rule of law. The CBN ought to contribute to the advancement of respect for the rule of law and human rights in the discharge of its statutory functions, and not undermine or violate these fundamental legal requirements and standards. The purported mandatory requirement would inhibit Nigerians from freely exercising their human rights online. If obtained, such information may also be misused for political and other unlawful purposes,” SERAP argued in a letter to the apex bank.

He said the 4-5-3-4 policy he implemented was designed to highlight the importance of education in the society and ensure that no school-age child is denied access to quality education in the Western tradition.

Aregbesola, who spoke at a reception organised by Old Students Association of Akoko Anglican Grammar School, Arigidi-Akoko, Ondo State, said the policy, disrupted by former Governor Adegboyega Oyetola, had been intended to make public schools more appealing, similar to the days of Chief Obafemi Awolowo.

He emphasised that Awolowo’s strong educational foundation helped to place the old Western Region and its people ahead of other regions in the country.

He said that the attention of the state government was drawn to the spate of criminal activities in parts of the state, especially Aba and Umuahia, the state capital.


According to a statement issued by the governor’s Special Adviser on Strategic Communications, Okey Kanu, it is becoming rampant for criminal elements to engage in illegal collection of levies, phone snatching, ‘one-chance’ operations with tricycles (Keke) and kidnapping for ransom. Given that security is one of the key programmes of his government, Otti said he is determined to secure life and property of Abians. To this end, he directed security agencies to deal decisively with criminal elements that create unnecessary fear and panic among the citizenry, thereby deterring progress in the state.

The governor, however, assured that with the arrival of a new Police Commissioner, Kenechukwu Onwuemelie, hard times await criminals. Investigations by THISDAY revealed that the presidential candidate of the Peoples Democratic Party in the last presidential election, Atiku Abubakar, is said to be in charge of the ranking lawmakers from the PDP for the minority leadership positions.

Similarly, the APC-led Federal Government is allegedly working with former Rivers state governor, Nyesom Wike, to produce ‘friendly’ PDP members to be appointed into the body of principal officers from the minority caucus of the federal parliament. It was revealed that while Atiku Abubakar and the PDP have recommended Senator Aminu Tambawal, a former Speaker of the House of Representatives as the Senate minority leader, Wike is said to be strongly opposed to it.

Thisday further revealed that Wike is allegedly angry with Tambuwal because he stepped down for Atiku during the PDP presidential primary, an action that made Wike to lose the election.

Senators Francis Fadahunsi (PDP, Osun East), Abdul Ningi, a former deputy majority leader of the Senate, representing the Bauchi Central zone and Adamu Aliero, representing Kebbi Central Senatorial District, are also said to be contesting the seat with Tambuwal.

Thisday Newspaper21st June 2023Naira Achieves Convergence as Official, Parallel Rates Close at N756The naira’s official and parallel rates converged yesterday, after days of volatility sparked by the Central Bank of Nigeria’s (CBN) move to allow the market freely determine the price of Nigeria’s currency.

Specifically, the naira strengthened by 1.8 per cent to N756.61 to a dollar at the close of trade yesterday, according to the FMDQ Exchange.

On the other hand, it hovered at N757 to a dollar in the parallel market, the executive officer of Forward Marketing bureau de change Ltd in Lagos, who compiles the parallel market data, Abubakar Mohammed, told Bloomberg.

Thus the rates practically closed the gap between them a day after the official value was 1.6 per cent weaker than the parallel market.

This was disclosed in a jointly signed communique by ICS-NS President, Prof. Akanimo Essiet and Secretary General, Prof. Lucky Onotai, issued at the end of the 56th Annual General Meeting and Scientific Conference of the body recently held in Lagos, with the theme: ‘Migration of Medical Professionals: Impact on the Surgical Specialties.’

According to the communique, “the ‘Japa’ phenomenon has drastically reduced our healthcare workforce. Studies show that about 87 per cent of our workforce are dissatisfied and wish to emigrate to greener pastures.

“Before 2022, we had a ratio of 1 doctor to 4,000 patients whereas the World Health Organisation (WHO) recommended standard is one doctor to 600 patients. Evidence shows that the gap widens and the number of registered Nigerian doctors in the UK rose from 4,765 in 2017 to 10,986 in 2023. This meant that 6,221 doctors were lost to the UK in the past six years. This suggests that over 40 million Nigerians will find it harder to see a doctor. With the weakening of our currency against the US dollar, our healthcare professionals now earn between one-fifth to one-tenth of what their foreign counterparts earn," he further stated.

In a document released by the party, over N40 million was donated to fund AAC’s presidential campaign, with about N38.3 million realised from donations, and the rest of about N1.8 million coming from Sowore’s personal funds. 9th June 2023Presidential Tribunal Reserves Ruling On 12 Questions Raised By LPThe Presidential Election Petitions Court is currently deliberating on 12 interrogatories presented by Peter Obi and the Labour Party (LP) to the technology experts involved in the February 25 presidential election. The court, headed by Justice Haruna Tsammani, notified the parties involved about its decision to address the arguments surrounding the questions.

The counsel representing the Independent National Electoral Commission (INEC) objected to the questions, arguing that they were abandoned as they were not pursued during the pre-hearing session. Counsel for President Bola Tinubu, Kashim Shettima, and the All Progressives Congress (APC) also objected to the questions. Some of the queries raised by Obi and the LP include inquiries about the creation and deployment of applications patches/updates to address the HTTP 500 error and the discrepancies observed only in the presidential election despite using the same technological devices as the National Assembly elections.

In related testimony, a software engineer named Anthony Chinwo explained how he analyzed the results of the February 25 election by examining the IReV website developed by INEC. Additional witnesses from the Peoples Democratic Party (PDP) testified that the transmission of presidential results failed while Senate and House of Representatives results were smoothly uploaded. 9th June 2023Tinubu Assents to Bill Unifying Retirement Age of Judicial OfficersPresident Bola Tinubu has signed a fresh constitutional amendment bill that brings the retirement age of judicial officers in Nigeria into uniformity. The signing of the bill, which occurred yesterday at the State House in Abuja, marks the first bill to be signed by the President since his inauguration on May 29, 2023.

The constitutional amendment bill, officially known as the ""Constitution of the Federal Republic of Nigeria, 1999 (Fifth Alteration) (No.37), 2023,"" effectively aligns the retirement age and pension rights of judicial officers, as well as addresses other related matters.

Under the new law, High Court and Court of Appeal judges, who previously retired at age 65, will now retire at age 70, matching the retirement age of Justices of the Supreme Court, the highest judicial body in the country.

The Nigeria Governors Forum (NGF) has given its endorsement to the zoning arrangement proposed by the All Progressives Congress (APC) for the election of the presiding officers of the upcoming 10th National Assembly. Lagos State Governor Babajide Sanwo-Olu has made key appointments, re-appointing Tayo Ayinde as his Chief of Staff and Gboyega Soyannwo as Deputy Chief of Staff. Additionally, Bimbo Salu-Hundeyin, a federal commissioner at the National Population Commission (NPC), has been appointed as the Secretary to the State Government (SSG).

The announcement of these appointments came shortly after Governor Sanwo-Olu's inauguration for a second term last week. The Head of Service, Hakeem Muri-Okunola, made the official announcement, with the appointments taking immediate effect, according to Gboyega Akosile, the governor's media adviser.

9th June 2023Kano: APC seeks tribunal’s order to inspect governorship election materials
The All Progressives Congress (APC) in Kano State has approached the Governorship Election Petition Tribunal to request an order allowing them to inspect the electoral materials used during the March 18 governorship poll. The APC candidate, Dr Nasiru Gawuna, is urging the tribunal to nullify the declaration of Abba Kabir-Yusuf of the NNPP as the governor of the state.

According to the News Agency of Nigeria (NAN), Kabir-Yusuf secured 1,019,602 votes, defeating former Deputy Governor Gawuna, who garnered 892,705 votes. Gawuna is petitioning the tribunal to declare him the winner of the election, arguing that he received the highest number of valid votes cast. He asserts that if the invalid votes allocated to the NNPP are removed, the APC should be declared the winner; otherwise, he suggests the election should be declared inconclusive.

During the pre-trial session, counsel for the petitioner, Mr Nureini Jimoh (SAN), requested the court to grant his client access to inspect the electoral materials used in the election. Jimoh specified the materials to include the Biomodal Voters Accreditation System machine, ballot papers, voter register, and other electoral facilities used by the Independent National Electoral Commission (INEC) across the state.

Counsel for INEC, Mr K C Wisdom, informed the court that they had only been served with the process on Thursday. Counsels for Kabir-Yusuf and NNPP, Messrs Adegboyega Awomolo and E.A Oshayomi, did not object to the application.

The three-member panel instructed all litigants to conclude the exchange of processes on interlocutory applications before the hearings commence. The tribunal has allocated 26 days for all parties to present their case, with 15 minutes each stipulated for the examination and cross-examination of witnesses.

The tribunal adjourned the sitting to June 15 to continue the pre-trial proceedings, which will determine the admissibility of documents and adoption of schedules of proceedings.

Thugs Flog PDP Guber Aspirant, Others Outside Ogun Tribunal VenueViolence erupted yesterday as political thugs wielding sticks attacked Segun Showunmi, a former governorship aspirant of the People's Democratic Party (PDP) in Ogun State, along with other party supporters, during the commencement of the Election Petition Tribunal in Abeokuta, the state capital. The tribunal, amidst high tension and tight security, began hearing the petition filed by PDP governorship candidate Ladi Adebutu against Dapo Abiodun of the All Progressives Congress (APC).

To ensure security, the road leading to the venue at the magistrates' court premises in Isabo was cordoned off by a combined team of security operatives. The witnesses maintained that the results of the February 25 presidential election were not transmitted from the polling units to the Independent National Electoral Commission (INEC) Viewing Portals (IReV).

Among the allegations made by Atiku and the PDP in their petition was that INEC violated its own regulations by failing to transmit the election results directly to the IReV from the polling units.

During yesterday's proceedings, four witnesses testified regarding the alleged failure of INEC to transmit results. They cited issues with the Bi-modal Verification Accreditation System (BVAS) machine and claimed that transmission failures occurred at the polling units. However, one witness admitted that their candidate did not score 25 percent in the Federal Capital Territory (FCT) and, therefore, was not entitled to be returned as president.

Another witness from Nasarawa State mentioned alterations in the collated election result sheet and alleged that PDP agents were given copies of Form EC8A after the results had been imputed by INEC officials.

Dr. Abiye Sekibo, a witness from Rivers State, highlighted disturbances during the presidential poll and argued that the figures announced by INEC did not reflect the true wishes of the voters.

The court adjourned the proceedings to today, June 6, for the continuation of the hearing. The respondents, including INEC, President Tinubu, Senator Kashim Shettima, and the All Progressives Congress (APC), indicated their intention to object to the admissibility of the documents presented by the petitioners.

The Presidential Election Petition Court (PEPC) has adjourned the hearing to Thursday following a request from Peter Obi, the presidential candidate of the Labour party. The presiding Justice, Haruna Simon Tsammani, granted the adjournment at the petitioner's request.

During the hearing on Wednesday, Awa Kalu, SAN, the counsel for Peter Obi, informed the court that their original plan was to present important documents on that day. However, their plans were hindered by the sudden illness of a key staff member at the secretariat. Consequently, Kalu requested an adjournment until the following day.

In response, the counsel representing the 1st, 2nd, 3rd, and 4th respondents, Abubakar Mahmoud, Wole Olanikpekun, and Lateef Fagbemi, all Senior Advocates of Nigeria, did not oppose the application. They acknowledged that the time wasted would be added to the petitioner's allotted time since the adjournment was requested by the petitioner.

Justice Tsammani granted the prayer and adjourned the hearing until Thursday to continue the proceedings.

The adjournment will provide the necessary time for Peter Obi's legal team to recover from the setback caused by the illness of a key staff member and to properly present the documents before the court. The continuation of the hearing on Thursday will be eagerly awaited as the presidential election petition unfolds.

APC Women Leader Kidnapped After Attending Kaduna Gov's InaugurationIn a disturbing incident, bandits have reportedly kidnapped two women leaders of the All Progressives Congress (APC) within the Manini flashpoints in Birnin Gwari Local Council of Kaduna State. The abduction took place shortly after the duo attended the inauguration ceremony of the state governor, Uba Sani.

The Chairman of the Birnin Gwari Emirate Progressive Union (BEPU), Ishaq Usman Kasai, revealed this information in an interview in Kaduna. According to Kasai, the bandits intercepted the women's vehicle, blocked the road, and abducted them along with an unspecified number of other individuals.

The two women who were kidnapped have been identified as Hajiya Lami Awarware, the APC women leader for Birnin Gwari, and her assistant, Hajiya Haulatu Aliyu.

Immediately after the abduction on Tuesday, the kidnappers took the victims to a forest location. As of now, the abductors have not made any contact with the families or anyone in the area.

It is worth noting that the Birnin Gwari Emirate Progressive Union (BEPU) recently congratulated President Bola Tinubu on his inauguration while appealing to him to address the insecurity issues plaguing the local council.
